Principal Portfolio Manager, Investment & Treasury division

Carlos Eduardo Martins is a Principal Portfolio Manager of the Investment & Treasury division at the European Stability Mechanism (ESM), having joined the ESM and European Financial Stability Facility (EFSF) in 2012 and is responsible for investing part of the €80.5 billion Paid-in Capital, in line with the ESM Investment Guideline. He has worked in fixed income markets since 2007, on asset allocation, ESG strategy and investment frameworks. Furthermore, he also participated on an IMF technical assistance mission, as a Reserve Management Expert.

Prior to joining the ESM and EFSF, Carlos spent over 6 years as a proprietary trader for a Portuguese investment bank, covering various fixed income instruments, and focusing on global macro trades.

Carlos is currently also focused on the European sustainable finance framework, in particular the EU Taxonomy, being an appointed observer to the European Commission’s Platform on Sustainable Finance since 2020.

Carlos graduated in Economics from the University of Aveiro (Portugal), obtained an M.Sc. in Finance from Lancaster University Management School (UK), and is currently a PhD student in Economic and Social History at ISEG (Lisbon).
